Once the curricular requirements are identified and the constraints, resources, and limitations for this course have been determined, it is time to move into the design phase.

There are two elements that are usually considered simultaneously: focusing on the instructional goals (and how to accomplish them) and the learner (including needs, characteristics, and skills needed to begin the course).

Let's first focus on the instructional goals and how to analyze the instruction in order to determine the scope (what will be covered) and sequence (the order in which things will be covered).
